The Topps Fan Set series, designed primarily for newcomers to the hobby and newly introduced last year, is entering its second season. Following four sets featuring English Premier League teams (Arsenal, Chelsea, Liverpool, and Manchester City), fan sets featuring four more top European teams will be released in December. Alongside Borussia Dortmund, FC Bayern Munich, and Paris Saint-Gemain, the 2023-24 TOPPS FC Barcelona Official Fan Set Soccer Cards also feature one of Spain's top clubs.

The Fan Sets are an affordable entry-level variant and are the precursor to the Topps Team Sets, which will be released a little later and are in the next higher price range, usually with a somewhat more extensive content and a higher chance of getting autograph cards, and sometimes also include memorabilia cards.

The Topps Fan Sets for the 2023/24 season feature an identical design, slightly customized with the respective club colors. The core of each Fan Set is a 20-card Base Set, each featuring the most important players from the current roster. Unlike last year, the Base Set is no longer contained in one box. Therefore, anyone wanting to complete the Base Set will need at least two of the Fan Set boxes.

The 2023-24 TOPPS FC Barcelona Official Fan Set Base Cards are complemented by four insert sets: the comic-style Heroes, already familiar from last year, which primarily feature some of the club's legends, and the Super Electrics, which feature the team's top players against a backdrop of lightning. New additions are the Golden Future Inserts, featuring players whom Topps predicts will have a significant future with the club, and the Golden Treasures, which are one-of-one cards and are available only once per player in the entire edition.
