The 1998-99 Upper Deck set was issued in two series of 210 cards each for a total of 420 cards and was distributed in 10-card packs with a suggested retail price of $2.49. The fronts feature a color action player photo with player information on the backs. Series 1 contains the following subsets: Star Rookies, Rookie Rewind, and three Checklist cards. Series 2 contains the subset Program of Excellence which consists of the top Canadian prospects, eight Calder Candidates, and three Checklist cards.

Randomly inserted into hobby packs only, this 420-card set is parallel to the base set. Cards are serial numbered to only 100 copies. An exclusive 1 of 1 parallel also exists and randomly inserted into packs.
